SOCIETAL PARTICIPATION


In addition to analytical skills and appropriate tools, the deep decarbonization of the Portuguese economy requires the broad and participatory involvement of all key players. Because this challenge is as important as it is complex profound decarbonization implies a variety of wide ranging changes.

The uncertainty associated with a distant era, the strong tendency to resist change and the ambiguity in the options available are themselves a challenge. This reinforces the need to call all interested parties to the table.

Public policy on carbon neutrality demands a common vision and an alignment of objectives. This is true, both during the preparatory stage of the RNC2050, as well as, after its implementation. This alignment strives to turn carbon neutrality into a recognized, accepted and imperative national and intergenerational model.

The Roadmap is, therefore, an exercise of stakeholder involvement founded on a shared policy: one which involves and encourages participation, while capitalizing on all the initiatives and efforts already operating as defined by the carbon neutrality policy.

“Involvement by Civil Society” is the cross-sectoral element of the Roadmap which points at the active participation of stakeholders to articulate a shared vision of neutrality in GHG Emissions and to become part of the debate after the technical findings, on the one hand. While on the other, seek their involvement and participation in identifying options which lead toward carbon neutrality.
